How can I get free land for building a house or gardening?

Since the 1990s, the Russian Federation has begun to legislate for the rights of individuals to control economic resources and the benefits of life. However, due to the lengthy transition period of restructuring the land system and relations, interaction with citizens remained low. Two years ago, the law was amended, making it possible to obtain land without investing any money.

Schemes

Some regions of the Russian Federation have their own unique legal methods for acquiring land: in some places, securing a coveted plot is easier than in others. You can try to win the bidding process with local authorities by submitting an application for land acquisition in advance. A more daring method is to seize the land without permission and build on it.

Additionally, there are categories of people who are fully entitled to receive a plot of land free of charge. However, in this case, they will have to wait up to ten years to acquire it.

Before you receive a plot of land, it's worth knowing that the state provides it free of charge only once. The land area will not exceed fifteen hundred square meters.

Winning the auction

A cost-effective way to obtain a building site is to purchase it at public auction. This method isn't entirely free, but the costs are several times lower than purchasing the property at market value. This method is suitable for individuals seeking land for the construction of a high-rise building. For the construction of a small house, this method is only applicable if the desired site isn't in demand by other bidders. To do this:

  • by visiting the State Cadastre information resource, select the object you like;
  • If the selected area does not have a unique property number and encumbrances, proceed further;
  • obtain an extract from the local executive organization stating that the facility is not used for the implementation of federal target or local programs;
  • write an official request to the head of the locality expressing your desire to purchase the property;
  • After the municipal lawyer issues a certificate of preliminary approval, contact the local Federal Service for State Registration, Cadastre and Cartography to obtain a passport for the acquired plot;
  • place an advertisement in newspapers that the land is for sale;
  • within thirty days, wait for applicants to intercept the site you like;
  • If there are no bidders after the set period, the property will be awarded to only one person. If bidders emerge, the highest bidder will take the land.
  • If the initiator of the public sale loses, the winner is obliged to pay the loser the entire amount for the preparation of cadastral documentation.

Unauthorized seizure and construction of buildings

Unused land plots exist across various parts of the Russian Federation. These plots are vacant due to their unsuitability or lack of development, and no one claims them. It's possible to attempt to seize the land illegally by building a residential building on it.

The land plot seizure method is risky, as an heir or the "disappeared" owner may later claim the property. In this case, the claimant will have to go to court, and the authorities may rule against the "seizure party." Furthermore, local authorities may refuse to register the property if it is potentially intended for agricultural use.

Long-term agreement

Each region of the Russian Federation has programs that allow for the execution of a property contract. Upon agreement between the parties, a plot of land is transferred for temporary ownership for individual housing construction.

By agreement, the state transfers the property to the lessee for a period of forty-nine years. If necessary, the agreement can be extended to allow the lessee's children and grandchildren to use the land.

Providing sites to sought-after professionals

Individuals with a specialized skill can become landowners free of charge. However, this requires permanent relocation to a specific region. The ranking of in-demand skills is determined by the head of a large administrative-territorial unit, who is tasked with addressing the labor shortage.

For example, in 2019, governors in many regions offered free land plots to teachers and doctors. There is a shortage of such specialists in rural areas.

To obtain a plot of land, professionals must sign a land use agreement for a period of five to six years. There is no fee for using the leased property for the entire period. However, the citizen must work at the job provided by the governor for the period specified in the agreement. Upon expiration of the agreement, the property becomes their full property.

Plots for young families

The Russian government places special emphasis on families, so if a family has children and the parents are under 35, they can apply for a plot of land for individual construction. The "Young Families" program includes social measures to help with housing needs. To apply, you need to:

  • submit an application to the local municipality for inclusion in the queue for improvement of living conditions, having received the relevant documents after submitting the application;
  • make a request to obtain a site for building a house;
  • obtain a vacant property under the jurisdiction of local government bodies.
Note!
If the municipality transfers the land plot, utilities to the buildings will be provided at the expense of the city or village budget. The owners will have to pay for the paperwork.

Plots for municipal service employees

The first category of people who can use the state-provided land plot free of charge are those whose primary place of employment is in local government. The positions covered by the Law's Resolution are not specified. Citizens serving in municipalities are granted a plot of land for free use for up to five years. During this period, local government employees may construct individual buildings on the plot.

Provision of allotments in other cases

Young parents and local government employees aren't the only ones eligible for free land grants. Those eligible to receive plots of land are:

  • citizens of Russia who have been awarded the title of Hero of Labor;
  • persons with the highest degree of distinction of the USSR, awarded for accomplishing a feat or outstanding merit;
  • citizens awarded the Order of Labor Glory.
